Pennsylvania Active Transportation Plan
Pennsylvania's  active transportation plan identifies and prioritizes strategies that will promote more bicyclists and pedestrians, while supporting safety and multimodal connectivity. It will simultaneously serve as a resource for metropolitan and rural planning organizations, as well as municipalities throughout the Commonwealth as they develop and implement regional and local active transportation plans.

Pennsylvania 2025-2029 Statewide Comprehensive Outdoor Recreation Plan
DCNR released the new Statewide Comprehensive Outdoor Recreation Plan (SCORP) in July 2025. The new plan, Outdoor Places, Shared Spaces, outlines 14 goals and 55 action steps to meet the outdoor recreation needs of Pennsylvanians. With more than 6,400 local parks, 2.3 million acres of state forests and parks, and 1.5 million acres of state game lands, Pennsylvania offers countless opportunities to get outside, connect with nature, and build community.
Pennsylvania Land and Water Trail Network Strategic Plan (2025-2029)
​Trails continue to be one of the most sought-after outdoor experiences in communities across Pennsylvania. The Commonwealth developed the Pennsylvania Land and Water Trail Network Strategic Plan to facilitate recreation, transportation, and healthy lifestyles for all. The trail network plan is a companion plan to the SCORP.

WalkWorks-funded active transportation plans and related polices
Beginning in 2017, WalkWorks has been able to make funding available to assist municipal entities with the development of active transportation plans and related polices. Visit the WalkWorks website for links to completed plans and policies across the state.

Active Transportation Profiles
In order to get a comprehensive understanding of the region's active transportation network, SPC staff solicited input from county planners from each member county and the City of Pittsburgh to learn more about existing conditions and local trends in walking and biking, and what policies and programs are in place to support growth in bicycle and pedestrian travel.  Results of this process helped inform development of the regional active transportation plan.  A summary of findings are presented in snapshot reports or "active transportation profiles" for each county and the City.
Updates are currently in progress to the Active Transportation Profile Reports.
