Pennsylvania Active Transportation Plan
The Pennsylvania Active Transportation Plan identifies and prioritizes strategies that will promote more bicyclists and pedestrians, while supporting safety and multimodal connectivity. It will simultaneously serve as a resource for metropolitan and rural planning organizations, as well as municipalities throughout the Commonwealth as they develop and implement regional and local active transportation plans. |

Pennsylvania 2025-2029 Statewide Comprehensive Outdoor Recreation Plan
DCNR released the new Statewide Comprehensive Outdoor Recreation Plan (SCORP) in July 2025. The new plan, Outdoor Places, Shared Spaces, outlines 14 goals and 55 action steps to meet the outdoor recreation needs of Pennsylvanians. With more than 6,400 local parks, 2.3 million acres of state forests and parks, and 1.5 million acres of state game lands, Pennsylvania offers countless opportunities to get outside, connect with nature, and build community. |

Pennsylvania Land and Water Trail Network Strategic Plan (2025-2029)
Trails continue to be one of the most sought-after outdoor experiences in communities across Pennsylvania. The Commonwealth developed the Pennsylvania Land and Water Trail Network Strategic Plan to facilitate recreation, transportation, and healthy lifestyles for all. The trail network plan is a companion plan to the SCORP. |

Regional Active Transportation Plan
The SPC’s 2025 Active Transportation Plan Update is presented as an interactive web application. The plan features findings from multimodal network analyses and interactive maps to help local governments locate gaps in the network and areas for improvement to encourage more walking and rolling trips, which will help advance the regional vision of “connected mobility” for all. Active Transportation Profiles 2025 To get a comprehensive understanding of the region's active transportation network, SPC staff solicited input from county planners from each member county and the City of Pittsburgh to learn more about existing conditions and local trends in walking and biking, and what policies and programs are in place to support growth in bicycle and pedestrian travel. Results of this process helped inform the 2025 update of our Regional Active Transportation Plan. A summary of findings are presented in snapshot reports or "active transportation profiles" for each county and the City of Pittsburgh. |

Regional Trail Development Capacity and Needs Assessment
Undertaken as an implementation action of the SPC's 2025 Active Transportation Plan Update, the SPC's Regional Trail Development Capacity and Needs Assessment (2026) was created to better understand the capacity and needs related to regional trail development and determine what services are most needed to support the many different trail organizations in the Southwestern Region. The document includes an overview of existing conditions, a summary of stakeholder input, examinations of five different governance models, case studies of peer trail organizations, recommended next steps and potential funding approaches.
